Affected Employee Training

An affected employee is an employee whose job requires use of a machine on which maintenance is being performed or whose job requires work in the same area where maintenance is being performed.

Authorized Employee Training

An authorized employee is a person who locks out or tags out machines or equipment in order to perform service or maintenance on that machine or equipment.

OSHA regulation states:

CFR 1910.147(c)(7)(i) “The employer shall provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees…”

CFR 1910.147(e)(3)(i) “This section requires employers to establish a program and utilize procedures for affixing appropriate lockout devices or tagout devices to energy isolating devices, and to otherwise disable machines or equipment to prevent unexpected energization, start-up or release of stored energy in order to prevent injury to employees.”

CFR 1910.147(c)(7)(i)[C] “All other employees whose work operations are or may be in an area where energy control procedures may be utilized, shall be instructed about the procedure, and about the prohibition relating to attempts to restart or reenergize machines or equipment which are locked out or tagged out.”
